The Work You Will Do:

DEP’s Office of Technology and Information Services (OTIS) is currently seeking a Program Consultant. This is a technical team lead position directing a team on the research, analysis design, development, implementation, and maintenance of Geographic Information Systems (GIS) solutions for the Department. The incumbent of this position will represent OTIS and must be helpful, cooperative, polite, respectful, and courteous at all times in the interactions with customers.

Your Specific Responsibilities:

Specific duties and responsibilities include:

  • This is a technical team lead position directing a team on the research, analysis design, development, implementation, and maintenance of Geographic Information Systems (GIS) solutions for the Department. The incumbent will communicate and coordinate with appropriate staff, contractors and the vendor community. Ensure staff has access to appropriate tools and training. Make recommendations to improve processes by establishing standards and identifying solutions to problems. Provide assistance and training in the development of program staff. Demonstrate strong relationship and interpersonal skills in working with program staff and vendor community.
  • Direct and coordinate activities of staff responsible for GIS implementations. Review request for services, identify and assign tasks to appropriate staff. Make recommendations to management regarding guidelines, policies, and standards relating to GIS. Actively promote data sharing and integration within the agency; with other Florida agencies; and with local, regional and federal governments. Work with GIS representatives in the agency to ensure consistency and integration among projects. Represent the agency on GIS topics.
  • Establish practices and procedures that work towards the continuous improvement of process, standards, and/or operating procedures as they relate to analysis activities.
  • The employee may be placed in charge of ‘special’ assignments/initiatives, as needed. This may include taking on new role(s), responsibilities, and skill sets (which the staff may not currently possess) to satisfy the assignment objectives and bring them to completion on a stated time table.
  • Perform other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Knowledge of generally accepted business principles, practices and procedures.
  • Knowledge of techniques of computer systems analysis and design.
  • Knowledge of structured analysis techniques.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to analysis activities.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to prepare functional program specifications for complex business applications.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate technical information effectively to information technology personnel.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to conduct fact finding research.
  • Ability to work independently.
  • Ability to solve problems and make decisions.
  • Strong communication skills both verbally and in writing.
  • Ability to travel.
  • Ability to maintain a valid driver’s license.

Preferred Qualifications:

  • Knowledge of Esri enterprise infrastructure
  • Demonstrated ability to lead technical staff
  • Demonstrated ability to support geospatial emergency response
  • Geographic Information Systems Professional Certification (GISP)
  • Master’s degree
