Is it possibly "projects girl"? The projects are government subsidized apartments for poor people. The projects are usually unpleasant places, with more crime and drugs than normal, and a lot of poverty. Someone that grew up in the projects might have less opportunities, less education and less chance of a good job than others, and have attitude problems as well.
